Not all scholarships are the same. Some scholarships are waived in the form of tuition only, others only cover living expenses while others offer a partial cash grant, but there are scholarship programs that cover both tuition expenses and living expenses, and sometimes they also include travel allowance, insurance, etc. Fully funded scholarships for international students offer most, if not all, of what you need to continue your studies abroad.

Fully Funded Government Scholarships for International Students
The Fulbright International Student Program is a prestigious scholarship for foreign students pursuing a master’s or doctoral degree in the United States. Typically, the scholarship covers tuition, airfare, living allowance, and health insurance. The Fulbright scholarship program covers the entire duration of the duration.
The Chevening Scholarship is a UK Government’s global fellowship scheme that is awarded to outstanding researchers with leadership potential. The scholarship usually refers to a one-year master’s degree. They scholarship covers the following: tuition fees, a daily allowance at a fixed rate (for one person), Economy Class return flight to the UK, as well as additional grants to cover essential expenses.
The Swiss Government Excellence Scholarships offer graduates of all disciplines the opportunity to do a doctorate or do research at one of the public universities or recognized institutions in Switzerland. The scholarship includes a monthly stipend, tuition, health insurance, housing allowance, etc.
The Swedish Institute offers scholarships in Sweden to highly qualified international students from developing countries who wish to pursue full-time masters studies at Swedish universities. The scholarship usually covers tuition, living expenses, some travel bursaries and insurance.
VLIR-UOS awards scholarships to foreign students from selected developing countries in Africa, Asia, as well as Latin America to attend a master’s program and development-related training at Belgian universities. The scholarship covers tuition, accommodation, travel and other expenses related to the program.
The Gates Cambridge Scholarship is a full-cost scholarship for postgraduate studies and research in all subjects available at the University of Cambridge. The scholarship is open to all foreign students from all over the world. The scholarship covers the full cost of studying in Cambridge including: tuition fees, living expenses, airfare and certain dependent allowances.
The Clarendon Scholarship Fund is a prestigious postgraduate scholarship scheme offering about 140 new scholarships each year to eligible postgraduate applicants (including foreign students) at the University of Oxford. The Clarendon Scholarship is awarded on the basis of academic excellence and potential in all undergraduate subjects at the postgraduate level at the University of Oxford. The scholarship covers full tuition and fees and a generous living allowance.
Every year, the Warwick Graduate School awards around 25 International Chancellor Scholarships to the most outstanding international doctoral students. The scholarship is open to students of all nationalities and all majors offered at Warwick. The scholarship includes full payment of tuition fees and living allowance.
The University of Westminster offers scholarships to qualifying students from developing countries to study in the United Kingdom and pursue a full-time bachelor’s degree in any field of study at the University of Westminster. The scholarship provides full waiver of tuition fees, accommodation, living expenses and airfare.
The University of Sydney invites applications from eligible applicants for a postgraduate research degree or research masters program at this university for the University of Sydney International Research Scholarship (USydIS). Erik Bleumink Fund scholarships are typically awarded for one- or two-year master’s courses offered at the University of Groningen. The scholarship covers tuition, international travel, living expenses, books, and health insurance.
The Amsterdam Excellence Scholarships (AES) provides scholarships to exceptionally talented students from outside the EU to take eligible Masters courses offered at the University of Amsterdam. The AES is a full scholarship of €25,000 which covers tuition and living expenses.
ETH Zurich supports excellent international students who aspire to pursue a master’s degree at ETH. The Excellence and Opportunity Scholarship Program (ESOP) consists of a scholarship to cover living and study expenses ($12,000 per semester) and a tuition fee waiver.

OPEC Fund for International Development (OFID) awards qualified applicants a fully-funded scholarship to pursue a master’s degree at an accredited university anywhere in the world. Scholarships worth up to $50,000 cover tuition, monthly living allowances, housing, insurance, books, relocation grants, and travel expenses.
